Abstract Phase Data Concentrator (PDC) is an important part of Wide Area Measurement System (WAMS) and widely used in transmission systems. WAMS technology will also be applied smart distribution network, which has many nodes, complex architecture various types data services, a single communication mode cannot meet its needs. In order to solve this problem, paper first introduces the composition system, network mode, discusses access layer mode. According main station, sub-station interaction process design synchronous phase set device that can carry out up-down mix by means communication. Finally, experimental environment Power Line Carrier (PLC) twisted pair up verify.
